the pie has always been small, and artists and arts organizations have always had to exist on the fringes, making do with very little, so maybe they're especially suited to thriving in tough times? many places see these times as simply opportunities for expanded and more creative partnerships.
This is a great article, Mary! The quote from the executive director of the Alabama State Council on the Arts is so true: "We have to do as good as job as we can talking about how arts are significant and central to state government, as opposed to a frill."
